| Building regulations |
In general, building regulations are designed to ensure minimum acceptable levels of health and safety for people in and around buildings by providing mandatory functional requirements for building design and construction. But building regulations also promote energy efficiency in buildings. |

| Why Focus on Energy? |
Three factors provide strong reasons to economise the use of energy in the EU: - Security of energy supply in the future
- Lack of energy resources in the future
- Rising greenhouse gas emissions - The Kyoto Protocol

The EU Energy Performance of Buildings Directive
The buildings sector accounts for more than 40% of Europe's total energy consumption. By placing focus on the un-exploited potential in energy savings in this sector and by using currently available methods and technology, significant reductions in energy consumption and CO2-emissions are possible. Therefore, the European Union is implementing a new directive for the improvement of energy efficiency in buildings: The Energy Performance of Buildings Directive. |
| National Regulations |
The Energy Performance Directive is still quite new. However, some member states have already implemented energy performance regulations.

Through better energy design, unnecessary energy loss from buildings may be prevented.
